Public release boundary

A record is not public because it exists.

Draft, private, and internal research records are not read by the public frontend. The public site reads only the separately mounted public-record store.

Public revisions are versioned and append-only in storage. The register resolves each observation identifier to its latest qualifying public version.

No approved empirical observations are public yet.

The first record will appear only after a real protocol produces auditable evidence and clears validation, review, graph-target, artifact, and publication gates.
